Franken Certified As the Winner in MN; Declares Victory

Update (3:35 Eastern) - The Board has certified the count and Al Franken is in the lead by 225 votes. We now have to wait at least seven days before Al Franken officially takes back Paul Wellstone's Senate seat (unless Coleman does the right thing and concedes).

Update (4:10 Eastern) - ABC News calls the seat for Franken.
Norm Coleman's Senate staffers were locked out of their office today.

Update (9:00 Eastern) - Franken declares victory:

"After 62 days, after the careful and painstaking hand inspection of nearly 3 million ballots, after hours and hours of hard work by elections officials and volunteers across the state, I am proud and humbled to stand before you as the next Senator from Minnesota," Franken told supporters today. 

and Harry Reid has some harsh words for Coleman:

“Norm Coleman will never ever serve [again] in the Senate,” Reid told Politico’s Manu Raju. “He lost the election. He can stall things, but he'll never serve in the Senate.”

and earlier today:

The Minnesota Supreme Court today rejected a bid by Republican Norm Coleman to have hundreds of rejected absentee ballots considered in the U.S. Senate recount, apparently clearing the way for a state board to certify election results showing Democrat Al Franken on top — and also opening the door to a post-recount lawsuit that the Coleman campaign said "is now inevitable." - Strib

Does anyone know what the procedure is for the election contest.  How much time does Franken have to respond to the Coleman complaint?  Is there discovery, depositions, etc?  Doew Franken get to present counterclaims?  How long will it take?  Thanks. Ahoff48
